Geographic Information Systems (GIS) Manager
Job Description:
Performs professional managerial, supervisory, and highly technical work in connection with the overall management, maintenance, use and development of the town's geographic information system; all other related work as required.
Minimum Qualifications:
Master’s degree preferred in computer science, geography, cartography planning, engineering or related field; more than seven years of experience in GIS project management or related roles; minimum of three years of experience in computer applications related to GIS activities, including personnel supervision experience and considerable hands-on GIS experience; or any equivalent combination of education and experience. Proficiency in data management and organization. Requires extensive experience with ESRI’s full ArcGIS platform. Experience and familiarity with asset collection utilizing devices such as a handheld GPS or unmanned aerial system (drone). Requires a valid MA driver’s license.
Additional Qualifications:
In-depth knowledge of ESRI’s ArcGIS platform including ArcGIS Desktop, ArcGIS Pro, ArcGIS Enterprise / Server / Portal, and ArcGIS Online. Thorough knowledge of the Geocortex Essentials (now VertiGIS Studio) platform including custom workflow development. Thorough knowledge of multi-user, enterprise GeoDatabases and Microsoft SQL Server. Thorough knowledge of GIS theory and practice including cartography, coordinate systems, spatial database design, and spatial analysis. Working knowledge of computer programming & scripting languages such as SQL and python. Knowledge of field data collection best practices utilizing high accuracy RTK GNSS GPS receivers. General knowledge of GPS software associated with the collection of asset information. Should have familiarity with land parcel data and editing to the MA State Level 3 standards. Should stay current with new trends and innovation in the field of GIS technology and should stay up to date with industry best practices.
Ability to perform accurate and detailed work. Ability to design and implement complex computer applications and integrate with existing systems. Ability to evaluate new software, hardware, and data needs, and to develop plans for the long-term success of GIS. Ability to work effectively with management of town and outside agencies in assessing problems and in establishing priorities. Ability to learn and adapt to new technologies/systems/architectures. Ability to understand municipal business flow and understand the needs of various departments and users. Be effective in analyzing and communicating spatial information. Proficiency in interpersonal communication and presentation as well as problem solving and analytical skills. Ability to effectively supervise subordinates.
Must be skilled in preparing and implementing short and long-term plans; communicating effectively orally, in presentations, and in writing; supervising people and projects; and in developing and monitoring budgets. Demonstrated skill in managing multiple tasks and projects with attention to detail and accuracy. Must have the skill to troubleshoot and resolve complex technical problems independently. Strong organizational skills. Skill in all the above-listed technologies, tools, and equipment.
